L4M Consulting Ltd. is a private company providing consultation services on marine knowledge, marine policy foresight, stakeholder engagement and ocean observation coordination. The founders of the company have extensive experience in working with officials from governmental institutions (consulted several Estonian Ministries (e.g., Estonian Ministry of Environment, Ministry of Regional Affairs and Agriculture), and Agencies (e.g., Estonian Environment Agency), belonged to several councils of the Estonian Ministries (e.g. Estonian Ministry of Rural Affairs), have contributed to the work of international organisations (e.g, HELCOM, ICES), consulted and contracted by European Commission (DG MARE, DG RTD, DG ENV) and European Environment Agency.
