Goals:

Clear identification of mandates, roles, responsibilities, connections and synergies of different IOC components in the data landscape (for all EOVs)
Strategy and plan for optimized institutional engagement across components
Outline proposal for a streamlined federated data system for GOOS/IOC with defined actions, including consideration and roles of different component parts of the system: GOOS, IODE, OceanOPS, OCG, OBIS (and connection to wider stakeholder field) etc
