Pre-IOWave20 Webinar on Standard Operating Procedures for Tsunami Early Warning and Emergency Response
Summary

At its 12th session held in Kish Island, Iran in March 2019, the Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System (ICG/IOTWMS) decided to organise an Indian Ocean Wave Exercise (IOWave20) in 2020 and hold a workshop on Standard Operating Procedures (SOPs) prior to the Exercise. Considering the ongoing nature of Covid-19 pandemic in the region, the IOWave20 Task Team recommended that Exercise IOWave20 is to be conducted with limited scope and objectives with a focus on testing communications protocols and conducting desktop exercises “at the minimum” to assess organisational SOPs, plans and policies for tsunami warning and emergency response in the backdrop of a pandemic. 3 scenarios will be exercised on 6th, 13th and 20th October. It has also been decided to organise the pre-IOWave20 SOP workshop as a 3-day webinar that will give Member States an opportunity to review and update their end-to-end national tsunami warning chains and SOPs in the lead-up to the Exercise. The webinar will serve as platform for representatives of National Tsunami Warning Centres (NTWCs), National Disaster Management Organisations (NDMOs), Local Disaster Management Organisations (LDMO), and Media to share and learn from each other on the following topics:Prepare and plan for IOWave20 Exercise; Update and report on end-to-end National Tsunami Warning Chain; Update and report on end-to-end National Tsunami Early Warning (NTWC) and Emergency Response (DMO) SOPs. Attendance is limited to representatives nominated by their Tsunami National Contact. Tsunami National Contacts should send a list of nominees to n.gale@unesco.org and a.kodijat@iotic.org, including who will give each summary talk. The short summary talks will include: 1. Preparation and plan for IOWave20 Exercise (to be given by the National Exercise Contact for IOWave20; brief verbal report) 2. Update and report on end-to-end National Tsunami Warning Chain (to be given by either NTWC or DMO representative; maximum 5 minutes to talk/present using the 1 slide template) 3. Update and report on Timeline based Tsunami Early Warning SOP (to be given by NTWC representative; maximum 10 minutes to talk/present focusing on procedure, warning products, and expected response) 4. Update and report on Timeline based Tsunami Emergency Response SOP (to be given by DMO representative; maximum 10 minutes to talk/present focusing on procedure, evacuation call, dissemination process, and the expected response)
